PTA Cracks Down on SIM Fraud with 185,000 LFD Devices
— January 7, 2025
ISLAMABAD (AIA) More than 185,000 Live Finger Detection (LFD) devices are now operational across Pakistan to enhance security and authenticity in SIM-related transactions, ensuring stricter measures against fraudulent activities.
According to the Pakistan Telecommunication Authority (PTA) Annual Report 2023-24, these devices effectively detect and reject counterfeit fingerprints, replacing all non-LFD systems previously used in SIM sales. To further enhance security, PTA has implemented measures such as locking SIM stocks to specific franchise-level sales channels and enforcing geofencing for Biometric Verification System (BVS) devices at the district level.
PTA has also intensified its crackdown on illegal SIM issuance to combat fraud and identity theft. The Multi-Finger Biometric Verification System, introduced in 2022, curbed illegal SIM issuance using fake or silicone fingerprints.
However, a recent analysis uncovered a new tactic where criminal networks exploit beneficiaries of the Benazir Income Support Programme (BISP) for unauthorised SIM issuance. In response, PTA has restricted the sale of SIMs linked to such CNICs to customer service centres and authorised franchisees, aiming to maintain the integrity of the issuance process.
Additionally, PTA has extended the buffer time between successive SIM activations via NADRA from eight hours to seven days, effective 24 January 2024. This measure addresses fraudulent practices involving SIM activations disguised as consumer surveys, NGO initiatives, or free ration schemes targeting vulnerable citizens.
These initiatives reflect PTA’s commitment to enhancing accountability and protecting consumers from potential misuse.
