Senate Unanimously Passes Bills on Biosecurity, Minority Rights
— April 29, 2025
ISLAMABAD (AIA) The Senate on Tuesday unanimously passed two key bills with a majority of votes.
The bills include The Biological and Toxins Weapons Convention (Implementation) Bill, 2025, and The National Commission for Minorities Bill, 2025.
Both bills were tabled by Federal Minister for Law and Justice Azam Nazir Tarar.
Implementing the Biological Weapons Convention (BWC) in Pakistan through the proposed legislation is a critical obligation under international non-proliferation commitments and United Nations Security Council (UNSC) resolutions. The BWC stands as a cornerstone of global efforts to prevent the development, production, and use of biological and toxin weapons, which pose serious threats to international security and public health.
By aligning national legislation with the BWC, Pakistan reinforces its commitment to global norms and strengthens its biosecurity measures.
Meanwhile, the National Commission for Minorities Bill, 2025 aims to institutionalise the protection of minority rights through the formation of a statutory commission.
Tarar said the legislation reflects the government’s commitment to both international obligations and constitutional guarantees for minority communities.
He added that the bills demonstrate Pakistan’s resolve to meet its global responsibilities and safeguard the rights of all citizens, regardless of faith or background.
